The Government of Pakistan has received financing from the International Development
Association (IDA) toward the cost of Digital Economy Enhancement Project (DEEP) and intends
to apply part ofthe proceeds for consulting services, which shall be implemented by the National
Database and Registration Authority (NADRA).
The consulting services ("the Services") include professional expertise of Legal Cyber Security
Expert at a monthly lump sum remuneration. National Database and Registration Authority
(NADRA) being Project Implementing Unit (PIU) intends to hire services of Cyber Security Expert
for DEEP that can assist the project management in relevant field. The consultant, as an expert in
the field, will provide required services maintaining highest degree of integrity and ethical
standards. The services of individual consultant shall be initially hired for a period of one year,
extendable depending upon the requirement of the project and performance of the consultant.

National Database and Registration Authority being project implementing unit invites eligible
candidates ("Consultants") to indicate their interest in proyging the Services as Legal Cyber
Security Expert in Digital Economy Enhancement Projectfln!etested Candidates should provide
information demonstrating that they have the require$qualifications and relevant experience to
perform the expected Services. The short listing criterfaa}e: (i) Master of Laws, LLM, preferably
cybercrime or cyber security laws from Higher Education Commission (HEC) recognized
University. In case of foreign degree, equivalenc hall also be required from HEC. Good proven
experience of cyber security related projec

with minimum experience of 03 years asp We security expert/advisorfor international projects.
(iii) The candidate must be well versed Wi the PPP Legal Frameworks, World Bank Regulations
and GoP requirements. (iv) Experien framing and amending rules and regulations pertaining
to international projects, prefer bl orld Bank funded public sector projects. (v) Strong skills of
legal research and interpretati f rules, laws, and statutes.

A Consultant will be selected in accordance with the Open Competitive Selection of Individual
Consultants method set out in the Procurement Regulations.
