PUNJAB HIGHWAY DEPARTMENT
TENDER NOTICE
Communication & Works, Department through Highway Division, Rahim Yar Khan intends to tender out
the following scheme through newly introduced E-Tendering System.
All survey firms who are registered with Survey of Pakistan (SOP) can participate in open E-Tendering
System.
Procurement procedure will strictly be adopted in accordance with PPRA Rules 2014 (amended up to
date). Firms can participate in E-Tendering that fulfill the following terms & conditions:
1.
Firms must have proven experience for the last 10 years working the Punjab Highway Department in
capacity of Survey and Mapping Firms.
2.
The Firm's Owners/Surveyors must be registered with the Survey of Pakistan.
3.
The Firm must not have been involved in habitual litigation against the Punjab Highway Department. In
case of any litigation, its resolution details must be provided.
Firm's annual turnover shall be at least 20 million during the last 3 financial years.
4.
Firms must possess the capacity to complete the work strictly in the requisite time frame. Failure to do

so may result in disqualification/blacklisting and barring from future tenders,
6.
No joint Venture shall be allowed.
Firms may register their themselves on website https:/lPuniab.eprocure.qov.pk on Govt. of Punjab

by submitting their requisite information

After registration on E-PADS website https:l/Puniab.eprocure.qov.pk firms of eligible category may
participate in E-Tendering.
All intending contractors/ firms have to upload the earnest money in the form of CDR in favour of the

Executive Engineer Highways Division Rahim Yar Khan @2% of the estimated/bid cost and fill rates
against items of work on the same website upto half hour before the opening date and time of opening
of tender. However, original CDR has to be submitted to the tender opening committee on the same
day, half hour before the opening of bids otherwise, the firm/contractor will be disqualified in presence
of tender opening committee.
10. After filling the bids on website, contractor may attend the office of Commissioner Bahawalpur Division

12 In case of submission of any fake information/document such as CDR/receipt, the Contractor/Firm will
be disqualified from the cu tendering procedure and will be black listed to participate in any
tendering process of C&W Department. Fudher recommendation to PPRA and PEC will also be made
against such firmfcontractor for appropriate actionl black listing.
13. The procuring agency may reject all bids or proposal at any time prior to acceptance of a Bid or
proposals under PPRA Rule-35 (Rejection of Bids).
