Water and Sanitation Agency (WASA), Lahore Development Authority (LDA) (hereinafter referred to as
fre Client') invites bids from Manufacture"utuized Dealers/Supplbers/Ccntractors/Companies/ Firms
regStered on e-PADS having registration with FBR & PRA (having active Tax Filer NTN, and PNTN), for
"PROCUREMENT OF SEWENDRAINS CLEANING MACHINERY FOR CULBERG TOWN
LAHORE (EXCAVATOR) (WHEEL MOUNTED)."
Subject procurement shall be out through e-PADS of Punjab Procurement Regulatory Authority
(PPRA) only. Bidding Documents containing detailed requirements, terms and conditions is available fff
tie registered bidders on e-PADS at uwm.puniab epmqure-gov.pk and Punjab Regulatory Authority
(PPRA) Website http//ppra.puniab.gov.pk.
Single stage envelop bidding procedure MI be adopted. The bids prepared in accordance with the
Instructions in the bidding documents, must be submitted on e-PADS on or before 01-10-2024 not later
than 10:45 AM. Technical Bids will be opened on the same day on e-PADS at 11:15 AM. Submission of
hard copies of bids shall not be accepted.
The Bid Security in the shape of CDRBank Guarantee/PO/Demand DraffBanker Cheque except
insurance bond for an amount of 3% of estimated cost i.e. amounting to Rs. shall be uploaded
on e-PADS in soft mpy and hard mpy of the same (in original) shall be submitted in the offce of
undersigned situated at 59-F Gulshan-e-Ravi, Lahore before opening of bid othewse bid shall be
rejected.
Only technically responsive bidder(s) will be qualified for opening of financial bid(s). Financial bid of
bidder(s) found technically non-responsive shall remain un-opened in the e-PADS.
If the e-bid or proposal including record submitted on the e-PADS found corrupti un-readable or contain
virus, the eLbid or proposal shall be rejected as per Regulation •8(4) of PPRA Regulations- 2024.
The bidder shall submit e-bids through uploadi QF file on e-PADS as per Regulation-6(4) of PPRA
Regulations-2024
The procurement shall made under PPRA,RuleS-2014 and Punjab Procurement Regulations-2024.
The procuring agency may reject all bid$@rproposals at any time prior to the acceptance of a bid or
proposal under Punjab PPRA Rules 2014 (Rule-35).
Conditional tender will not be accepted:
No tender via telegraph or by ill be aocepted. Bid submitted trough e-PADS shall only be
considered.
Tendered rates and amount uld be filled in figures as well as in words and tenders should be signed
as per general direction* Oiven in the tender documents.
In case the toEI tendered amount is equal to or less than 5% (Five) of the approved estimated (DNIT)
amount, the lowest&idder vill have to deposit Quality Assurance Security i Additional Performance
Secuntyr from Bank equal to the amount of difference beueen approved DNIT amount
and the quot4bhd amount
In case, the Iasi date of bid submission and opening falls in / within the offcial holidays, the last date for
submission and opening ofthe bids shall be the next working day.
The tendeær shall fill up the bid schedule and indicate the percentage rate above or below the schedule
of rate for "Schedule items" on which he is willing to undertake each item of work. No premium will be
quoted by the contractor against Non-Schedule / item rates. Failing which the bid shall be rejected
