The financial bidding will be online through E-bidding system. Tender form and BOQ can be
filled online and downloaded from the official website of LGE&RDD (www.12kp. gov.pk) after
one day ofpublishing NIT.
bidders are required to fill Electronic bids online and attach scan copy of Bid Security in
shape of original Call Deposit in the name of procuring Entity along with (Additional Security if
any), and submit hard copy of the same printed electronic bid form to the procuring Entity/
ExecutingAgeney.
The securities shall be in shape of call deposit in favor of the Assistant Director LG&RDD
Tank.,
Only those Contractors/firms be eligible whose workshops are registered "ith
PESCO.
The eligible contractors (firms must have;
Pakistan Council (PEC), codes EE04 & EE05
Inspectorate of Electricity, Energy & Power Department Kmyber Pakhtunkhwa License
in Category "C" or"E".
All those contractor / firms are eligible to participate in the tender who are
registered Inspectorate of Electricity, Eneruv & Power Deptt; Khyber Pakhtunkhwa
of Electricity Act 1937 under rule 48 & hold class E License as well as Provide One year
warranty of the particulars as per P ESCO SOPs tizrthermore, thc bidders must have the
relevant codes for the above mentioned works as per P EC. The ITIevant codes shall be
according to the items mentioned in BOQ while the contractor category shall be as per the
estimated cost of the schemes. If the code and category does not match, the bid be
considernon-responsive.
Electronic bids and original call deposit's received through fax or by hand will not be acceptable.
Sealed bids sent through registered maiVcourier service should reach up to the specified time
and date as mentioned above.
The contractor or his representative may be present at time of opening of electronic bids
openmg.
The call deposits i.e. Bid Security along with (Additional Security if any), for the work/ contract
must be prepared aner-publishing of NIT, before closingtime orthe Electronie bid apply.
The contractor quoting their Bids up to a limit of 1000 below of the Engineer estimate shall
submit Security@2900nly of Engineer estimate.
Ille contractor quoting their bids than 100 6 below up to 20% below on the Engineer estimate
shall submit along with their bids 80/0 additional security of Engineer estimated Cost in addition
to 200 bid security in the name of procuring Entity. Ifthe bid is not accompanied with the
required amount of additional security then it will be considered as non-responsive and the 2%
bid security shall be forfeited in favor of Government and the second lowest bidder and so on
will be considered accordingly.
In case, a contractor quoting bids more than 20% below shall submit with his bid an additional
security on Engineer estimate Cost equal to the diffial amount of submitted bid and
Engineer estimate along with detail rate analysis. In ease ofmore than below bids, if the bid
is not accompanied by the detail analysis and/or required amount of additional security, then the
said bid shall be considered as non-responsive. All the Security submitted along with such non-
responsive. All the security submitted along vvith the non-responsive bid shall be forfeited in
favor of Government and second lowest bidder and so on will be considered
accordingly. (KKPRANotification NO. 6058-71 Peshawar, the May 10, 2022).
In ease detail rate analysis submitted with the bid is, in view of the procuring Entity, not
convincing, the head of the procuring entity may declare such bid as non-responsive without any
forfeiture of bid security and record reason thereof.
The procuring entity may offer the eontraet to next lowest bidder after due diligence in the
context offinancial difference between suchtwo bids or may advertise procurement opportunity
dresh.
After commencements of work by the successful bidder, the procuring entity may
replace the Additional Security with a bank guarantee of the same amount from the
scheduled bank; if the already deposited security is not in the form of bank
guarantee.
Any Electronic Bidder who provide fals o materially inaccurate or incomplete or do not send
information in hard form will be disqua!5ecl as per KPPRAAet Section 29(1 ) read with KPPRA
Rule (43). Furthermore the procuring!ntityÆxecuting Agency will recommend and sent eases
for debarring'blacklisting and €ill.•rnitiate/ take action in light of approved procedure/
mechanism as per KPPRAAct yegtion 29 (2) read with KPPRARule (44).
Electronic Bids will remain valid for 90 days from the closing date of bids. (As decided by the
procuring Entity/ Executing&ency in light of Standard Bidding Documents).
The PEC and KPRAregi •a Ion (Active taxpayer) must be valid for eufinancialyear.
The firnis/contractors •ants to participate in tending process may approach Directorate
General, LG&RD s lawar within two days before closing time of electronic apply for
uploading theirna s nthe omeial website i.e. (www. Lgkp.gov.pk).
All bidders are
ired to be registered with Khyber Pakhtunkhwa Revenue Authority,
established u the Khyber Pakhtunkhwa Finance Pakhtunkhwa Aet No.
XXIof2013 r works, consulting and non- eonsulting Service as listed in Scheduled-II of the
Act ibid.
In case of tie / draw amongst the responsive bidders, the bid may be decided through free toss
which shall be considered as final
The time limit ofeach work shall be as perthe work orderissued to the successful bidder and the
contractor will have to start work within 15 days' time period after the issuance of work order
failing which the work will be cancelled and seculity additional security (if any) will be
forfeited.
CDRs will not be released to the contractor till the award of contract
All applicable taxes will be recoverable as per directives of the government in vogue.
Bidders may obtain bidding documents and further information from the office of Assistant
Director (Senior) RDD (IIQ) District Tank on any working day before closing date.
The Tenderwill also be available atKPPRAwebsite (mvw.kppra. gov.pk).
All material testing and all sorts of tests will be performed by contractor on the demand of the
procurino entity.
The procuring entity may reject any or all bids after communicating the reasons for rejection at
any time prior to the award of contract.
The successful bidder /eontraetor shall be responsible to produce satisfactory certificate of the
work-done from NIPA and Teehmeal Committee constituted for the purpose before submission
of bill for payment.
Any addition made in the term of& conditions in the NIT advertised will be implemented as per
KPPRARules.
