NOTICE INVITING TENDER
Forest Department (Kohat Forest Kohat) Government of Khyber Pakhtunkhwa invites Bids from
eligible firms/contractors in accordance with KPPRA procurement rules 2014 on single stage
single envelope procedure for the following works. The Bidder should be registered with
Pakistan Engineering Council (PEC) in relevant category & field of specialization enlisted with
PHE & C&W Departments and should have adequate financial soundness, relevant experience,
personnel capabilities, required equipment and others as included in ITB. Code CE-09 of PEC
Registration is compulsory for all the bidders which should be annexed with bid documents,

1. Bidding documents including instruction to bidders can be seen/obtain from office at
working hours and can be received from the office of the Divisional Forest Officer one day
prior to the opening date.
2. Tender Forms/bidding documents should be supplied through courier No by hand tender
will be accepted.
3. Lastdatedforreceivingofthe bid is26.9.2024upto 11:00 Noon which will be opened on the
same day at 12:00 PM, by the committee constituted forthe purpose and in presence of all
contractors or their authorized representative, who opted.
4. Firm/Contractor mustberegistered with Khyber Pakhtunkhwa Revenue Authority (KPRA)in
Active Status,
5. Attested copies of all documents of Firms/Contractors i.eCNlC, PEC Registration, any other
documents required etc must be attached with tenderform.
6. The contractors quoting their bids upto the limit of 10% below Engineering estimate shall
submit bid security@2% onlyof Engineer E ate.
7. The Contractor quoting their bids morertKaGi 10% below upto 20% below on Engineers"
Estimate shall submit alongwith their bidi" Additional Security of Engi neers Estimated cost
in addition to 2% bid security. If th€bid is not accompanied with the required amount of
additional security then it will be considered as non-responsive and 2% bid security shall be
forfeited in favour of Government and the second lowest bidder and so on will be
considered accordingly.
8. {Similarly, a contractor-quoting bid more than 20% below shall submit with his bid an
additional security o ngineers Estimated cost equal to the diffial amount of
submitted bid and Fngneers, Estimated alongwith detail rate analysis), In case of more than
20% below bide%! the bid is not accompanied by the detailed rate analysis and / or required
amount of additional security, than the said bid shall be considered as non-responsive. All
the securitie"ubmitted alongwith such non responsive bid shall be forfeited in favour of
Government and the 2nd lowest bidder and so on will be considered accordingly.
9. In case detailed rate analysis submitted with the bids is, in view of the Procuring Entity, not
convincing, the Head of the Procuring Entity may declare such bid as non-responsive
without any forfeiture of bid securities and record reasons thereof.
10. The procuring entity may offer the contract to next lowest bidder after due diligence in the
context of financial difference between such two bids or may advertise procurement
opportunity afresh.
