E-PAD TENDER NOTICE

Municipal Corporation Rawalplndl intends to Invite tenders for the following works from the
firms/contractors must Registered on E-PAD as per Government of Punjab Directions, for the
financial year 2024-25.
The interested bidders / contractors / firms can obtaln the Tender Documents through E•PAD and
should upload their bid through E•PADs
The bidders / contractors / firms will submit bld upto 12:00 PM on EPADs
which will be opened on same at 12:30 PM on EPADs.
If the interested bidder/ contractor Intends to obtain the Tender/ Bidding documents from the office
of the CO, Municipal Corporation, Rawalpindi, @ 1000/• for each bld which will be non-refundable,
whereas, bidder/ contractor Is at liberty to obtain the bid free of cost through E.PAD system,
launched by the Government of the Punjab for facilitation of the bidders / contractors.
The bidder / contractors / firms are also bound to submit Original Bid with CDR (Bid Security@05%)
on estimated cost in the office of the CO, MC Rawalpindi for security/record.
There must be no cutting / amendment in bid quoted by the contractors through electronic system.
The firms / contractor shall be responsible for payment off all applicable taxes at the time of release
of payment as admissible under the rules prescribed by the Government of Punjab.
Cu PPRA Rules will be strictly applicable. In case of any violation the contractor bid will be
rejected according to the Rules.
The Lowest Bidder whose bid will be 5% or more below of sanctioned estimated cost of the work,
the lowest bidder will be bound to deposit the difference between the bid & estimated cost as per
rate quoted by the bidder as Performance Security in the shape of deposit at call from any scheduled
bank within 15 days after receipt of tenders which will be returned on successful completion of the
work/contract otherwise his earnest money will be forfeited in the favour of Government. Detail Of

Instructions to Bidders
Bids are invited for Frame Work Contract of the Year 2024-25 (Upto 30.06.2025) of supply items
(Lot wise) under Single Stage Two Envelop bidding procedure from the eligible suppliers, vendors
or contractors.
Vendor/Supplier should provide only one bid for each/any lot individually or the vendor/supplier
may apply for the entire lots but cannot pick and choose any particular item/items within a lot.
The supplier can also submit bids for more than one lot.
Bids must be marked "Lot No. of Bid, e.g. Lot# 1" and addressed to CO. Municipal Corporation
Rawalpindi,
The Bid shall consist of two separate envelopes, containing separately the financial and the
technical proposals, as per tender,
The envelopes shall be marked as "Financial ropo all' and Technical Proposal", separately,
as per tender.
Financial Bids of only technically qualified bidders shall be opened on ePADs. Sealed
Financial Bids of technically disqual!Wbldders shall be remain unopened.
Lots will be treated individuallyfo e valuation of their bids and contract will be awarded tothe
lowest bidder of each lot sepa tel ,
The prices should be quoted the local currency I.e. Pak Rupees (PKR), and should be inclusive of
all supply, services, installatibn charges and admissible taxes as per government policy. The Prices
indicated in the Price Schedule shall be delivered duty paid (DDP).
Bids should be a perlod to be discussed or 120 days from the date for receipt of bids.

The Municipal Corporation Rawalplndl, reserves the right to Increase or decrease quantities of
supplies. (Quantities can be Increased or decreased by of/ts or/glnalquant/ty).
The suppliers are requested to give thelr best and (Inal prlces as no negotlatlons shall take place.
The rate shall remain valid ondfixed for the total term of tills frame work contract upto 3006.2025
starting from the date of contract/work order.
Work order against each Item/lot wlll be Issued on need basls by time to time, during the contract
period.
The approved Firm/suppllers/contractor WIII submit the bllls on monthly/quarterly basis and
payment will be made after successful completlon of work/supply as per work order.
No. escalation in rates, profit/interest will be paid durlng the contract period.
The security at the rate of 5% of the cost will be deducted/ retained where necessary and refunded
after 3 months on satisfaction that goods/supplies are in good order and condition.
