TENDER NOTICE
Sealed tenders are invited based on item rates against market rate system (MRS) Bi-annual
period Mst January 2024 to 30„06.2024 District Gujranwala and Sialkot from the approved
contractors of Irrigation Department who have got their names / firms enlisted / renewed in
the appropriate category for the cu financial year 2024-2025.
Bidding documents can be purchased from office of Executive Engineer, Rachna Drainage
Division, Sheikhupura during office hours at non-refundable cost Rs. 5000/- upto 26.07.2024.
No bidding document will be sold on the date of receipt of tender. The bidding documents
except those purchases from the above mentioned offices will be entertained or accepted.
The tenders on Form I.B. 389 will be received by the tender opening committee under the
Chairmanship of Chief Engineer, Irrigation Lahore Zone Lahore on 27.07.2024 at 12:30 pm
in his office of Superintending Engineer Lahore Drainage Circle Lahore (Canal Bank
Dharampura). The tenders will also be opened by the tender opening committee on the
same date at 01 :OO pm in presence of contractors or their authorized representatives who
care to remain present at the occasiom
The contractors / firms who desire to obtain bidding documents shall have to produce the
documents to the Executive Engineer, Rachna Drainage Division, Sheikhupura regarding
enlistment / renewal of their names with Irrigation Department and Pakistan Engineering
Council for the cu financial year 2024-2025, Government receipts for payment of
professional tax, enlistment / renewal fees, registration with Punjab Revenue Authority
(PRA) for the year 2024-2025, CNIC, Original authority letter in case of representative etc
to his entire satisfaction with copy of all documents duly attested by the gazetted officer.
The Executive Engineer, Rachna Drainage Division, Sheikhupura shall issue the bidding
documents after verification of all documents.
The contractors / firms who desire to obtain the bidding documents shall have to produce
the CDR from the scheduled banks of prescribed amount, in absence of CDR no bidding
documents will be issued.
All the bidders should satisfy themselves about site location, prevailing conditions at site
and its accessibility because successful bidder will have to mobilize to site immediately
after issue of acceptance letter from the office of the Executive Engineer, Rachna Drainage
Division, Sheikhupura.
The bidding documents must be delivered by intending bidders in person or through
their aUthorized agents to the tender opening committee in sealed envelope. Any bidding
documents received by post shall not be entertained.
Conditional, incomplete and overwritten tenders submitted by bidders will be liable to be
rejected.
The tender opening committee may reject all tenders at any time prior to the acceptance of
the tender. The tender opening committee shall upon request communicate to any bidder,
the grounds for rejection of the tenders, but shall not be required to justify those grounds as
per PPRA rules.
10) Bid security / earnest money as per PPRA clause 27 @5% of the estimated cost as
specified work in shape of deposit-at-call drawn in favour of Executive Engineer, Rachna
Drainage Division, Sheikhupura from any scheduled bank must accompany the bidding
documents, failing which the bidding documents will not be entertained.
11) The successful bidder will have to execute the agreement with the Executive Engineer,
Rachna Drainage Division, Sheikhupura within seven days of issuance of acceptance letter.
i 2) In case the tender amount is less than 5% of the approved estimated amounts the lowest
bidder will have to deposit additional performance security as per notification vide FD No.
RO (Tech) FD/I -2/83 VI (P) dated. 6th AprT?006 prescribed therein.
13) The work will be executed according to e specification and designs/ drawings approved by
the competent authority.
14) The contractor will establish any type of material testing equipment for all type of relevant
tests etc. In case of failure, t
ontractor will be responsible to bear the cost of testing
material from the reputed sou
/ laboratories.
15) In case of any dispute, the se will be referred to the Superintending Engineer, Lahore
Drainage Circle, Lahore w se decision will be final and binding on both the parties.
M6) The payment will be oad according to the actual work done subject to the clearance by the
consultants, depart ental committee or any other agency and subject to availability of funds.
17) The contractor wi ave no right to claim any interest on account of delay in making payment
for work done e ause of non-recejpt of funds well jn time.
