TENDER NOTICE
Joint Venture (JV) BID For the establishment of a 100 + Bed General Hospital in National Police Foundation
Housing Scheme, Sector 0/9, Islamabad
National Police Foundation (NPF), Headquarter, Islamabad is pleased to invite offers, on 'Joint Venture JV Partnership'
basis, for Bid for establishing a 100 + Bed General Hospital in National Police Foundation Housing Scheme, Sector O-
9, Islamabad, on 20.40-kanal land owned by the NPE The site is a heavily populated area and thus a very suitable
venue for the establishment of a General Hospital.
The proposed Hospital will be for the benefit of the serving and retired Police personnel and their families. To make the
project sustainable, the general public and the corporate sector would also be allowed to utilize the facility on payment
basis. The NPF hospital will thus provide access to quality tertiary care services and reduce burden on the existing
public health care system. The NPF General Hospital will have all important medical specialties including; Internal
Medicine, Cardiology, Gastroenterology, Nephrology, Neurology, Dermatology, General Surgery, Orthopedic Surgery,
Neurosurgery, Urology, Gynecology Obstetrics, Pediatrics, Pathology, Radiology etc. The NPF would also allow the
selected JV partner firm to develop certain area ofthe infrastructure for commercial use for businesses i.e. pharmacies,
convenience stores, banks, restaurants, shops etc.

Profile of the Company/firm/entity.
Health-related private sector International organizations orthose affiliated with health-related international
consultants or International organizations or having agreement with international consultants or
International Organizations, pharmaceutical companies, academia, multinational companies, etc., are
eligible to apply.
The bidders must provide an undertaking / affidavit stating that the Company/firm/entity has never been
black listed and is not involved in any kind of insolvency/litigation.
Company/firm/entity must propose firm commitment of minimum 25% Foreign Direct Investment
Bidding Companies/firms/entities must provide a business
@sfinancial model, including the NPRs
percentage of shareholding in profits ofthe hospital.
The hospital will be managed by the selected Company/fi lentity with NPF granting complete financial
and administrative autonomyto the selected Company/fi /e tityto manage the hospital.
The selected Company/firm/entitywouldbe required t de eopthe hospital infrastructure and fully equip it
as perthe requirements of a quality General Hospitél.
