01. C&W Highway Division Haripur Govt: of Khyber Pakhtunkhwa invites electronic Bids form the eligible firms / Contractor in
accordance with KPPRA procurement rules 2014 on single stage single envelop procedure for the following works.

INSTRUCTIONS TO BIDDERS (Single stage Single Envelop E.Bidding system)
The contractors quoting their bids up toa limit of below Engineer estimate shall submit bid security@2% only of Engineer Estimate.
The contractors quoting their bids more than 10% below upto 20% below on Engineers Estimate shall submit along with their bids 8% Additional
Security of Engineer's Estimated cost in addition to 2% bid security. Ifthe bid is not accompanied with the required amount of additional security
then it Will be considered as non-responsive and the 2% bid security shall be forfeited ih favpur of Govemment and the second lowest bidder and so
on will be considered accordingly.
Similarly, a contractor quoting bid more than 20% below shall submit with his an" ditional security on Engineer's Estimated cost equal tothe
diffial amount of submitted bid and Engineers' Estimate along with detailed rate analysis. In case of more than 20% below bids, if the bid is not
accompanied by the detailed rate analysis and I or required amount of additional security, then the said bid shall be considered as non-responsive.
All the securities submitted along with such non-responsive bid shal be forfeited in favourof Government and the 2nd lowest bidder and so on will be
considered accordingly
In case detailed rate analysis submitted with the bids is, in viewpfthe Procuring Entity, not convincing, the Head of the Procuring Entity may declare
such bid as non responsive without any forfeiture of bid securiüesånd record reasons thereof.
The procuring entitymayofferthecontractto nextlowes 'dder.fterduedlligence in the contextoffinancialdifferencebetweensuchtwo bids or
may advertise procurement opportunity afresh.
Aftercommencements ofwork by the successful biddervthe rocuring entity may replace theAdditionaI Securitywith a bank guarantee ofthe same
amount from the scheduled bank; ifthe already depbsiiedSecurity is not in the form of bank guarantee.
The Additional Security shall be released to the pontractorin four installments i.e. 1st installmentof25% to be released upon completion of25% ofthe
project, 2nd installmentof25% to be released uponeompletion of of the project, 3rd installment of 25% to be released upon completion of 75%
ofthe project and the 4th installment of25% to be released after I OOYO completion of the project.
All the bidding will be through E-Bidding system. Technical bid should be in sealed envelopes clearly mark "Technical Bid" Technical bid shall be
submitted through courier half an hour before closing date and time.
All the bidders must be submit theirvefid enlistment ofC&W Department PEC updated at the time of submission ofCDR.
All the bidders submit their CDRsbytheirown self or his authorized representative,
All the bidders may be despoiled tenderform fee Rs, 0.03% on EICost by each participating contractoronline along-with earnest money.
Electronic bidding shall b9done on "Above I Below" system on BOQ / Engineer's estimate, based on the MRS applicable. Only two digits after the
decimal point shall be oonsj$ered for evaluation purpose.
Any bidder who providesjncorrect information shall stand disqualified and will be debarred.
Electronic bid will valid for Ninety (90) days.
Call Deposit of Scheduled Banks shall be acceptable.
Electronic bid will be displayed by Online E-Bidding System after 30 minutes of dosing time in the presence of bidders I their representatives who
chose the present.
The employer has the authority to rejectany E-bid or all the E-bids assigning valid reason.
Bid security of 1st, 2nd and 3rd bidders will be retained by the employer till approval ofbid.
All bidders are required to be registered with Khyber Pakhtunkhwa Revenue Authority establishment underthe Khyber Pakhtunkhwa Finance Act,
2013 other-wise he will not be entitled to participate in tendering process.
