CT D Bahawalpur Region invites E-Bids based on Framework Contract in accordance with PPRA Rules on the Punjab Procurement
Rules 2014 from the firms / contractors (income tax & sales tax registered) for Hiring of Service / Purchase of Items for "Hot &
Cold" "POL Charges (Purchase of Lubricant)" "Stationery" "Printing Charges" "Payment to Others for Service Rendered"
"Computer Stationery" "Purchase of Dietary Items / Lunch Boxes (Muharram / Chehlum Duties" "Fair & Exhibition"
"Training Aid" "Tent & Terpal" "Others / Misc. Items" "Repair / Replacement of Parts of Spare Parts of Vehicles & Purchase
of Filters (Transport Repair") "Repair / Replacement of Parts of Machinery (Machinery & Equipment Repair)" "Repair of
Furniture" "Hardware & Equipment" "Repair of Software" "Cost of Others Store" through open competitive bidding (item wise)

CONDITIONS
E-Bjds/tenders will be opened on Tuesday, 23.07.2024 at 1200 hours along with Samples, Brouchers / Catalogues etc. in
presence of bidders or their representatives and procurement committee under PPRA Rule 30(1).
All the procurements will be made by using electronic means through EPADS under Rule 12 of PPRA and Section 5 of Punjab
Electronic Procurement Regulations 2022. The bidding documents containing all terms & conditions, requirements, specification
etc. can be downloaded online at PPRA i.e. http://ppra.punjab.gov.pk and EPADS website i.e. http://punjab.eprocure.gov.pk before
closing date and time. Bidding documents may be available immediately after the date of publication under Rule 25(1 ) free of cost
on PPRA website and EPADS in accordance with sub-regulation-4 of Punjab Procurement Regulations 2022. In case of public
holiday due to any reason, the next working day will be considered the date of receiving and opening of the tenders.
Each Item wise E-Bids shall comprise a single package containing Technical and Financial (inclusive of all taxes) and in complete
conformity with Bidding Documents must be submitted online on E-Procurement E-PADS website as per following Schedule:-

The bidders shall submit original bid security 3% of the estimated cost under Rule 27 of PPRA 2014, Chapter V in an envelope
clearly marked with bidding document number and title. It must be in shape of CDR/Bank Guarantee/Demand Draft/Pay Order
of any scheduled bank in favour of the SP CT D Bahawalpur Region before the E-Bid submission deadline.
On acceptance of tenders, the bidders shall de o it performance guarantee under PPRA Rules, 2014, Section 56, Chapter
VII @10% of the total value of the contract in t e orm of deposit at call in the name of the SP CT D Bahawalpur Region and
draw the contract agreement, Performance Q9rantee shall be refunded on successful completion of the contract.
The RO/SP CT D Bahawalpur Region re erves the right to reject all E-Bids or proposals at any time prior to the acceptance of
a E-Bid or proposal under Rule 35 of PP A 2014.
The procuring agency shall upon re est communicate to any bidder the grounds for rejection of all E-Bids or proposals, but
shall not be required to justify.
The tendering process/conditio ssMWill be as per Punjab Procurement Rules, 2014, Section 38(2)(a) "Single Stage" "Two
Envelopes" as explained in E- i' d(ng Documents. Technical Sample/Brochure etc. of each item shall be mandatory which will
be evaluated.
Income/Sales Tax certificate and other documents as mentioned in E-Bidding documents must accompany the
Technical Bids. Taxes will" e deducted as per Government Rules.
The contract will be a•rded to the successful bidder(s) on the basis of lowest rate offered for highest quality of items.
E-Bid validity will beenthe closure of Financial Year i.e. 30.06.2025.
The repeat orders-shall not exceed 15% of the original procurement under rule 59(c)(iv).
Late comers will not be allowed to participate in the tender.
Note: In case of any difficulty in online submission of E-Bids through E-Pads due to technical issues, hard copy of sealed bids
(Technical + Financial) may be submitted in this office before deadline in accordance with PPRA Rules, 2014.
