INVITATION TO BID / TENDER
FOR THE PROCUREMENT OF SUGAR FOR THE
QUANTITY OF 30,000 METRIC TONS THROUGH E-PADS
Sealed bid offers are invited Under Rule 36 (a) "Single Stage One Envelope" of the Public
Procurement Rules, 2004 from Sugar mills, firms, Company organization, supplier, Stockiest
(the Supplier), who are financially sound, registered with Federal Board of Revenue for
Income Tax and GST (Registered) and who are on Active Tax Payer List (Income and Sales
Tax) of the Federal Board of Revenue / relevant tax authorities, for the supply of 30,000 Metric
Tons white refined sugar in 50kg poly propylene bags on the Ex-Mill rate along with 10 kg
Separately sample through E-PADS.
Sealed bid should reach electronically on E-PADS by 23-07-2024 at 12:00 PM which will be
opened on the same day at 12:30 PM through E-PADS. In case of opening of bids falls on
local/national holiday, the date of bid closing/opening shall be the next working day on the
same time and venue. All interested bidders must register themselves with on E-PADS and
submit bidding documents. No physical bid shall be entertained.
The bidders are required to give their best and final prices (including all applicable taxes) as
no negotiation with respect to scope of work and pricing is allowed. Bids not complying with
the requirements shall be rejected being non responsive. Alternate/conditional/incomplete
proposals shall be considered non responsive.
Taxes will be deducted as per applicable Government Rules. NTN and Sales Tax Registrations
certificates must be provided with the Bid.
Bids which are incomplete/not seale signed/not stamped/late or submitted by other
than specified mode will be rejected écontract will be awarded to the most advantageous
bid on a lump sum contract basi

electronically and downloadéé rom USCP website, i.e., www.usc.org.pk as well as E-PADS
PPRA website www.e roc re. ov. k free of cost. Bidders need to register themselves at
E-PADS PPRA to acces the bidding documents and other relevant information. The tender
fee of Rs. 2,000/- reach USCP Head Office in shape of Pay Order/Bank Draft in lieu of
provision of bid iåjdocuments, atthetime ofopening of bids.
An affidavit o egal stamp paper worth Rs.100/- to the effect that the bidder has not been
blacklisted by any Govt/Semi Govt/Autonomous Organization and there is no litigation lying
pending adjudication in any Court of Law.
The Sugar mills/stockiest/firms already working with USC have to apply as fresh. For
