The financial bidding will be online through E-bidding system. Tender form and BOQ can be filled online and downloaded from the official website of LGE&RDD (www.lgkp.gov.pk) after one day of publishing NIT, The last date and time of submission of electronic tender form is 29th July, 2024at 12:00 PM, while the date and time of opening of electronic bids is 29th July, 2024 at 02:00 PM. The contractors quoting their bids up to a limit of 10% below Engineer estimate shall submit bid security @ 2% only of Engineer Estimate in the shape of original call deposits for the schemes in the name ofAssistant Director Senior, Local Government & Rural Development Department, Torgharand submit hard copy of the same printed electronic bid form to the Office of the Assistant Director Senior, Local Government & Rural DevelopmentDepartment„ DistrictTorghar. The contractors quoting their bids more than 10% below up to 20% below on Engineers' Estimate shall submit along with their bids 8% Additional Security of Engineers Estimated cost in addition to 2% bid security. If the bid is not accompanied with the required amount of additional security, then will be considered as non- responsive and the 2% bid security shall be forfeited in favor of Government and the second lowest bidder and so on will be considered accordingly, Similarly, a contractor quoting bid more than 20% below shall submit with his bid an additional security on Engineers Estimated cost equal to the diffial amount of submitted bid and Engineers' Estimate along with detailed rate analysis. In case of more than 20% below bids, if the bid is not accompanied by the detailed rate analysis and I or required amount of additional security, then the said bid shall be considered as non- responsive. All the securities submitted along with such non-responsive bid shall be forfeited in favor of Government and the 2nd lowest bidder and so on will be considered accordingly as per KPPRA Notification No. 6058-71 Peshawar, the May 02022. Bid Security of the 1st, 2nd and 3rd lowest bidder for the specific will be retained by the Department till the approvals of the bids. All those contractw'firms are eligible to participate in the tender who are registered with Inspectorate of Electricity, Energy & Power Department Khyber Pakhtunkhwa of electricity act 1937 under Rule 48 & Hold Class-E license as well as provide One-year warranty ofthe particulars as per PESCO SOP. Electronic bids and original call deposit's received through fax or by hand will not be acceptable, Sealed bids sent through registered maiVcourier service should reach up to the specified time and date as mentioned above. The time for completion of scheme shall be as per work order. The contractor or his representative can be presentat time of opening of electronic bids opening. The call deposits i.e. bid security for the work/contractfiUst be prepared after publishing of NIT and before closing time of the electronic bid apply. Th ntractor who is already debarred by the LGE&RDD cant participate in these electronic tenders. All material testing and all sorts of tests will be performed by the contractor on the demand of procuring entity. The procuring entity may reject all bids or proposals at any time prior to the acceptance of a bid or proposal in lightof Rule No.47 22.
