NOTICE INVITING E-BIDDING.
Sealed tender based on MRS-/ Non MRS 2022 B-items of the below mentioned works are hereby invited
on the basis of Single Stage Single Envelope Procedure from the government contractors registered with

TERMS & CONDITIONS
1- The Financial bidding will be online through E-Bidding system lenderform and BOQcan be filled online
and downloaded (One day Before last day of opening at 12:00 AM midnight) from the official website of
LGERDD (www.lgkp.gov.pk) after one day Of publishing NIT. 2- The bidders are required to fill Electronic
bids online and attachonline scan copy of BID security in shape of original call deposit in the name of
Procuring Entity along with (Additional Security if any), and submit hard copy Of the same printed
electronic bid form to the procuring Entity/Executing agency. 3- Electronic bids and original call deposits
received through fax or by hand will not be acceptable. Sealed bids sent through registered mail/Courier
service should reach up to the specified time and date as mentioned above. The online bid can be placed
on the website till 12am prior to the closing date and time. 4- The eligible bidder must have the relevant
codes for the above mentioned works as per Pakistan Engineering Council. The relative codes shall be
according tothe items mentioned in BOQ while the contractor category shall be as per the estimated cost
ofthe scheme Ifthe coda and category does not match, the bid will be considered non-responsive, 5- The
contractor or his representative may be present at the time ofopening of electronic bids opening. 6- The
call deposits ie Bid security along with (additional security ifany), forthe work/contract must be prepared
after publishing of NIT, before closing time ofthe Electronic bid apply. 7- As per KPPRA Notification S.R.O.
(14)/V01: 1-240021-22: Dated May 2022, the contractors quoting their bids up to a limit Of 1036 below
Engineer estimate shall submit bid security@ 2% only of Engineer Estimate. 8- [I. The contractors quoting
their bids morethan below up to belowon Engineers' Estimate shall submit along with their bids
8% Additional Security of Engineer's Estimated cost in addition to 2% bid security. If the bid is not
accompanied with the required amount of additional security then it will be considered as non-
responsive and the 2% bid security shall be forfeited in favor ofGovernment and the second lowest bidder
and so on will be considered accordingly. 9- iii. [Similarly, a contractor quoting bid more than below
shall submit with his bid an additional security on Engineer's Estimated cost equal to the diffial
amount of submitted bid and Engineers Estimate along with detailed rate analysis] 1 In case of more than
20% below bids, the bid is not accompaniéd by the detailed rate analysis and/or required amount of
additional security, then the said bid shall be considered as non-responsive. All the securities submitted
along with such nan-responsive bid shall be forfeited in favor Of Government and the 2nd lowest bidder
and so on will be considered accordingly. 10-iv. In case detailed rate analysis submitted with the bids is, in
viewofthe Procuring Entity* notconvincing, the Head Of the Procuring Entity may declare such bid as non-
responsive without any forfeiture of bid securities and record reasons thereof. 11- v. The procuring entity
may offer the contract to next lowest bidder after due diligence in the context Of financial difference
between such two bids or may advertise procurement opportunity afresh.12• Any electroniC bidder who
provide false, or materially inaccurate or incomplete information. or does not send information/bidding
Documents in hard form will be disqualified as per KP?RA Act Section 29 (1) read with KPPRA Rule (43).
Furthermore, the procuring entity/ExecutineAgency will recommend and send cases for debarring
'Blacklistingand will initiate/take action in lightofapproved. 13- procedure/mechanism as per KPPRAAct
section 29(2) read with KPPRA rule (44) Electronic Bidswill remain valid for 100 days from the closing date
Of bids. 14- The contractor shall bear all theexpenses Of the testing as well as vetting Of the structure
design from the govemment laboratories registered structure / Electrical engineers, as directed bythe
Engineer LGRDD Swabi and will reexecute works in case offailure without any payment. 15- Tender will be
received till mentioned time oothe "Opening date of tender and the tentative comparative statement
downloaded from the websitewill be announced at the opening time, and final result will be announced
after evaluation of bids in all respect lh Bid validity time. Call deposit of the other bidders will be
retained till approval of thetender. 17, Note: (The Additional Security must be presentenced at the Time
of Bid opening.) ThéPEC and KPRA registration (Active tax payer) must be valid for cu financial
year. 19- The centralized Enlisted contractors with department for the cu financial year who
wants to participate ifftendering process may approach Directorate General LG&RDD Peshawar within
two days before closing time of electronic apply for uploading their names on the official website ire
(www.lgkp.gov.pk) 20- Standard bidding documents for procurement Of small works (less than 45 M) is
applicable and can be obtained from this office. 21- All applicable taxes will be recoverable as per
directives Of the government in vogue. 22- The contractor will acquire pre-work Noc for repair Of
transformer from the concerned ESCOS office. 23- The condemned/debriS of the damaged components
will be taken on Store by the executing agency otherwise 10-20% deduction will be made from the work
bill ofthe contractor. 24- The only firms whose workshops are registered with PESCO are eligible, and all
repair work must be conducted within PESCO• registered workshops. 2S- The contractor will submit the
work bill after getting it acknowledged /verified from the concerned Wapda/Pesco officials. 26- Only
those Contractor are Eligible must who possesses PEC License in EE004iEE005 and licensed From
"ELECTRIC INNSPECTORATE ENERGY & POWER DEPARTMENT GOVERNMENT OF KHYBER
