(Single Stage Single Envelop Procedure E-Bidding System)
Executive Engineer Building Division. District Charsadda invites electronic Bids from the
eligible firms/bidders Registered With Pakistan Engineering Council in Relevant Codes and Specialty
in accordance with KPPRA procurement rules 2014, and also enlisted with Department, on
single stage Single enve lopes procedure for the fol lowing work.

As per Clause 37 (A) of XPPRA Rules, all bidders are
i d to be registered with the Khyber
Pa khtu nkhwa Revenue Authority.
As perKPPRAnotification No. S.R.O {14J/Vol-1-24/20Qi? dated 10/05/2022 theadditionalSecurity
shall be subm itted by the bidders as under:
The Contractors quoting their bids uptop mit 10% below Engineer Estimate shall submit bid
security only of Engineer Est) mate,
ii• The contractor quoting their bids more tba below upto 20% below on Engineers' Estimate
shall submit along with their bids 8!6Additional Security of Engineer's Estimated cost in addition
to 2% bid security. If the bid is no
mpanied with the required amount of additional security
then itwill be considered asnorj, onsiveandthe 2% bid security shall be forfeited in favour of
Government and the second löwest bidder and so on will be considered accordingly.
iii- Similarly, a contractor quotingiid more than 20% below shall submit with his bid an additional
security on Engineer"'ésttmated cost equal to the diffial amount of submitted bid and
Engineer's Estimated with detailed rate analysis. In case of more than 20% below bids, if the
bid is not accompanied the detailed rate analysis and / or requ'red amount of additional
security, then the.spid bid shall be considered as nan-responsive. All the securities submitted
along with suchhon-responsive bid shall be forfeited in favour of Government and the 2'd lowest
bidder Will be considered accordingly,
iv- In case detäile rate analysis submitted with the bids is, in view of the procuring entity. not
convincing, the Head of the Procuring Entity may declare such bid as non-responsive without any
forfeiture Of bid securities and record reasonsthereof,
v, The procuring entity mayoffercontractto next lowest bidder afterduediligence in thecontext of
financial difference between such two bids or may advertise procurement opportunity afresh.
Bid shall attom panied with 0.03% of E/Cost as tender entry fee in shape of separate CDR which is non
refundable.
The bid Security of the r, 2nd, 3rd lowest bidder for the specific work will be retained by the
Departmenttill the approval of bid.
