OPTIMAL UTILIZATION OF FBR PROPERTIES
IN PPP MODE [LOCATED IN ISLAMABAD
URACH, AND LAHORE
FBR hereby invites the Bidders, single entity or JV, who meet the Eligibility Criteria
stipulated in the Bidding Data Sheet, to submit their Bids for the project(s) to construct the
multi-storey buildings on FBR land and carryout O&M ofthe project(s) in accordance with
the terms of the RFP and the Concession Agreement. For more details of the projects,
please refertothe Bidding Documents which will be issued by FBR on 18th July 2024.
'The proposed implementation model for the Projects is Design, Build, Finance,
Maintain, Operate & Transfer (DBFMOT), wherein the private party will be responsible to
(a) Construct the Projectfrom its own resources; (b) Maintain and operate the Project for
a pre-defined concession/ operations period on rental model basis, and; (c) Transfer it
back to FBR at the end of the proposed concession period of 30 years.
The primary objective is to provide FBR officials' housing needs by commercially utilizing
four (4) FBR properties located in Islamabad, Karachi & Lahore on Public-Private
Partnership (PPP) model. This will optimize la usage while offering attractive returns
to the investor:
The interested Bidders shall submit theirbi$j accordance with the requirements ofthe
RFP by September,4, 2024. Bids shall benpened on the same date at 20 pm. Pre-bid
meeting shall be held on August 5, 024b obtain feedback ofthe bidders on the bidding
documents. The projects' procure qntshall be conducted in accordance with the PPRA
using single stage two envelope pr

A bidder can submit its pro for any one of the four (4) projects or may submit
proposals formultiple ptoallofthefourproperties).
The bidding docu hits shall be uploaded on the websites of FBR
(https•.//wmfbr.gov.pk/tenders) and PPRA (https://tww.ppraorg.pk/) on 18th July
2024. However, interested bidders must submit an application on original letterhead
along with a nqn,iefundable tender processing fee of PKR 10,000 in cash. Original
receipts oftender fee should be submitted along with the proposal othemvise same may
be rejected. Widders are required to provide Bid Security amounting to PKR 10 million
for each project.in the form of a Bank guarantee from the scheduled Bank as per State
Bank of Pakistan requirements in favor of Chief Projects FBR Headquarter Islamabad.
