Sealed bids on the basis of "single stage One envelope system" under Rule 14 (2) (a) of KPPRA
Rules 2014, are hereby invited from the PDA's enlisted Contractors / Firms (or enlisted with
provincial enlistment committee) who are registered with KPRA and Pakistan Engineering
Council (PEC) for the year 2024-25 having sufficient experience in the field of works given
below, on percentage above/below on the BOQ/Engineer cost estimate for the following
works: -

TERMS & CONDITIONS
Tender/Bidding documents including Tender Form and Bill of Quantity (BOQ) can be
downloaded up to 2400 Hrs, dated: 23/07/2024from PDA website, www.pda.gkp.pk.
2% (two percent) earnest money/bid security of the Engineer Estimated Cost must be
accompanied in the shape of Call Deposit in the name of Director General, Peshawar
Development Authority Peshawar, from schedule banks in accordance with the Rule 20(2)
ofKPPRARules2014.
Matter pertaining to additional Security, shall be in accordance with Notification No.
1-240021-22 dated 10,0sä022.
The submission of Bids by the contractors implies that they are fully conversa nt with the site
ofwork, scope of work and terms/conditions laid down in the tender/ Bid documents.
The contractors/firms satisfying the following requirements shall submit their bids
electronically through E-bidding and must also send their bids in hard in sealed envelope
through Registered Courier Service on/before the date/time mentioned above. Bids
received by hand and/or late shall not be entertained.
i) Income Tax Certificate / NTN from the concerned department showing Tax Payments
regarding works/projects executed during last 3-years. ii) Detail of technical staff i.e. BSc
Civil Engineer (01 Nos. with at least 10 years experience respectively), Diploma of Associate
Engineer in Civil (01 Nos. With 03 years respectively). An affidavit that the technical staff wi II
be available for the proposed project. iii) An affidavit that there is no dispute of the firm
with any department or is involved in litigation/ arbitration. iv) An affidavit that the firm has
never been blacklisted. v) Only those contractors/ firms having renewed enlistment for the
year 2024-2025 will be eligible to apply.
Only, uptotwo decimal digits (0.00), will econsideredforevaluation of the quoted bid. If
any document submitted along withbi documents is found false/ bogus, the registration
of the contractor / firm shall staodxancelled/blacklisted. Conditional / incomplete bids
shall not be acceptable,
Ifthe Bid becomes atiejtheawa ofthecontractshall be decided through afree tosswhich
shall be binding and final.
Any item not reflected in!he BOQ and required at site, shall be paid in accordance with
M RS-2022 Bi Ann : /prevailing market rates with the a pprova I ofthe competent authority.
All the Governmen+axes (Federal, Provincial & any other) will be deducted as per
prevailing Government policy.
10. Incomplete /disfiguring/ overwriting by hand &delayed bids shall be considered non-
responsive.
11. The procurinentity may reject all bids or any proposal/Bid at any time prior to the
acceptance of a bid or proposals. The procuring entity shall upon request communicate to
any contactor who submitted a bid or proposal, the grounds for rejection or of all bids or
proposals as per Section 47(1) of KPPRA Ru les 2014.
12. Other terms & conditions pertaining to the work can be seen in the office of the
undersigned at any working day during office hours.
13. All the bidders should be registered with the Khyber Pakhtunkhwa Revenue Authority,
established underthe Khyber Pakhtunkhwa Finance Act, 2013(KP Act No. XXI of 2013)
14. Validity ofthe bid will be 90-days from the date of opening ofthe tender.
15. Any corrigendum/addendum in aforementioned terms and conditions would be notified
through newspaper/website.
