The financial bidding will be online through E-bidding system. Tender form and BOQ can be filled online and downloaded from the official website of LG& RDD (www.lgkp.gov.pk) after one day of publishing NIT. The bidders are required to fill electronic bids online and attach scan copy of bid security in shape of original call deposits in the name of procuring entity along with (Additional security if any) and submit hard copy of the same printed electronic bid to the procuring entity/executing Agency. Electronic bids and original call deposits received through fax or by hand will not be acceptable. Sealed bids sent through registered mail/courier service should reach up to the specified time and dare as mention above. The Schemes shall be executed by the Firm/Contractor through registered workshops with PESCO/WAPDA. Only those Contractor/Firms are eligible to participate in the tender who are registered with Inspectorate of Electricity, Energy & Power Deptt: Khyber Pakhtunkhwa of Electricity Act, 1937 under Rule 48 & hold Class-E license and must have the relevant codes for the above mentioned works. All sorts of testing will be performed by contractors on demand of procuring entity. The Repair and Maintenance Transformer work should be out by taking all the necessary safely precautions. The contractor or his representative may be present at time of opening of electronic bids opening. The call deposits i.e. bid security for the worK/contract must be prepared after publishing of NIT before closing time of the electronic bid apply. The contractors quoting their bids up to a limit of 10% below Engineer estimate shall submit bid security @ 2% only of Engineer Estimate in the shape of original call deposits for the schemes in the name of Assistant Director Local Government & Rural Development, Department Buner. The contractors quoting their bids more than 10% b o upto 20% below on Engineers' Estimate shall submit along with their bids 8% Additional Security of Engineeris Estimated cost ddition to 2% bid security. If the bid is not accompanied with the required amount of additional secuflty, then will be considered as on-responsive and the 2% bid security shall be forfeited in favor of Govemment and the second lowest bidder and so on will be dOnÅdered accordingly. Similarly, a contractor quoting bid more below shall submit with his bid an additional security on Engineers Estimated cost equal to the diffial amount of subm(ttdd bid and Engineers' Estimate along with detailed rate analysis. In case of more than 20% below bids, if the bid is not accompani@gby the detailed rate analysis and / or required amount of additional security, then the said bid shall be considered as non-responSiVU. All the securities submitted along with such nan-responsive bid shall be forfeited in favor of Government and the 2nd lowe5tper and so on will be considered accordingly. In case the bid become a tie toe@ontractor shall be decided through a free toss which shall be final. Any Electronic Bidder who pqovides false, or materially inaccurate or incomplete or do not send information in hard will be disqualified as per KPPRA Act Sectiorjzg (1) read with KPPRA Rule (43). Furthermore the procuring Entity/Executing Agency will recommend and sent cases for debarringiåfacklisting and will initiate/take action in light of approved procedure/Mechanism as per KPPRA Act section 29 (2) read with Rule (44). Electronic Bids will remain valid for 90 days from the closing date of bids. (As decide by the Procuring Entity/Executing Agency in Light of Standard Bidding Documents). The PEC and KPRA registration (Active tax payer) must be valid for cu Financial Year. The Centralized Enlisted contractors with C&W department for the cu financial year who wants to participate in tendering process may approach Directorate General LG&RDD Peshawar within two days before closing time of electronic apply for uploading their names on the official website i.e. (www.lqkp.qov.pk) All applicable taxes will be recoverable as per directives of the government in vogue. As per KPPRA Rule 37 (9) no bidder shall be allowed to withdraw his bid till award of the contract or till bid is valid, whichever is earlier. Work order will be issued subject to availability of Funds. Any addition made in terms of and conditions in the NIT advertised will be implemented as per KPPRA Rules.
