Gilgit-Baltistan Disaster Management Authority (GBDMA) under GLOF-II Project invites sealed tenders/bids
from all interested contractors/firms to participate in execution of works in Hunza District/Shisper Valley of
Gilgit Baltistan for the year 2024.

Mandatory Requirements for Eligibility for Issuance of Tender Form:
a) Valid PEC Registration Certificate for cu financial year with relevant category and above, and
codes of specialization i.e. CE04 (Flood Control System) and CEI 1 (General Engineering Works).
b) Attested latest profile of the contractor.
c) CNIC of the prospective bidders.
d) Affidavit of no litigation and no blacklisting.
e) Required Bid Security (CDR) from scheduled bank of Pakistan.

Under the following conditions the bid will be rejected:-
i. Conditional and telegraphic bids/tenders.
ii. Bids received after specified date and time.
iii. Bids of blacklisted firms.
iv. Unsealed bids or wrongly marked bids (Technical and Financial).
The Tender Documents/RFP containing detailed terms and conditions, method of constructing/supply
procedure for submission of bids, bid security, bid validity, opening of bid, evaluation criteria, clarification /
rejection of bids, performance guarantee etc. can be obtained from the Office of the Assistant
Director, Gilgit Baltistan Disaster Management Authority, DC Office Hunza, Gilgit Baltistan.
Have experience in execution of at least 2x similar Projects.
Competitive responsive lowest bid winner must have provide Pakistan Engineering Council (PEC)
renewal 2024/2025.
If any member of the Procurement Committee remains out of District Headquarters on the date of
opening of tenders, the same will be opened on the next working day at the same time as mentioned
above.
Firm must have bank balance of at least 30% of the value of the Project or have bank credit line of at
least 50% of the project cost.
In case of any conflict, GB PPRA Rules 2022 shall be major rule having effect on all rules.
Rates quoted 05% and below of the technical sanction (TS) shall be considered as unworkable and
shall be rejected.
In case of JV agreement, proper f at duly signed by all partners of JV clearly mentioning share of
each partner lead and associ te(partner duly attested by Magistrate 1st Class shall be mandatory.
Bid security as specified in+pe of CDRfTDR from any scheduled Bank of Pakistan is must. Bid
security of insurance com anies will not be accepted.
Procurement/supply/co t/uction shall be out in accordance with the policy and guidelines
issued from time to tir@ y the GBDMA.
The prospective ergtble bidders may obtain bidding documents after payment of price of bidding
documents an
submitting a written application personally or through an authorized
representative lth duly attested copy of power of attorney. Power of attorney for bidding should
be in Rs. 100& stamp paper in original mentioning the project name with employer stamp.
In case of firm, list of partners/partnership deed, giving full particulars of Director/Proprietor or other
connected information along with power of attorney or being sole proprietor such undertaking on
stamp paper is to be furnished.
The proposals along with bid security and other mandatory relevant documents must reach, in
sealed envelopes, by hand at Office of the AD, GBDMA, DC Office Hunza, Gilgit Baltistan before
closing date or on closing date and time at GB PWD Rest House, Zero Point, Karimabad as
above and be clearly marked "BIDDING APPLICATION" for "Construction of Flood Protective Works
Shisper-Hunza".
The Procuring Agency reserves the right to reject any or all bids subject to relevant provisions of PPRA Rules,
2004/GB PPRA Rules 2022. The Procuring Agency may reject all bids or proposals of any time prior to the
acceptance of a bid or proposal under Rule-33 of said Rules.
