NOTICE INVITING E-BIDDING
(Single Stage Single Envelope E-Bidding System)
The C&W Department office ot the Executive Engineer C&W Building Division-I Peshawar
_Khyber Pakhtunkhwa invites Electronic Bids from the eligible Firms / Bidders in
accordance with KPPRA Procurement Rules 2014 on "Single Stage Single Envelopes
Procedure" for the below works. The bidders should be registered with Pakistan Engineering
Council (P.E.C) for the Year 2023-24 in Relevant Category & Field of Specialization, enlisted with
C&W Department.

I. Bid documents including instruction to bidders and BOO can be downloaded up to one day prior
to the opening date from C&W Website (www.cwd.gkp.pk)
2. A complete set of Bid Solicitation Documents(may be obtained on submission of a written
appticution one day prior to the opening dateårom office of the undersigned othemise bids
submitted without these documents will not bé processed for post qualification.
3. The Contract will be awarded to the biddefUnder Section 28(e) of the KPPRAAct, 2012 whose
bid is responsive and is determined Sthe best evaluated bid as defined in Section2(1)(c)(ii) of
the Act ibid.
4. All Bidders are required to beRegiStered with the Khyber Pakhtunkhwa, Revenue Authority.
Established under the Khyberfakhtunkhwa, Finance Act, 2013 (Khyber Pakhtunkhwa, Act
No. Xxi of 2013), for works;G6nsulting and Non-Consulting Services as listed in Schedule-ii of
the act ibid, with Pakistqn Engineering Council (PEC) and KPPRA.
5. All the bidders will have to submit CDR from Scheduled Bank on Account of bidding entry
fee_(Not Refundable)_for each [email protected]% of the Estimated Costøn_hand.lonqwith
technical bids without fail, otherwise his bid will not be entertained.
6. The contractors quoting their bids more than 10% below and upto 200/0 below on EngineerS
Estimate shall submit along wilh their bids 8% Additional Security of Engineer's Estimated cost in
addition to 2% bid security. If the bid is not accompanied with the required amount of additional
security then it will be considered as non-responsive and the 2% bid security shall be forfeited in
favour of Government and Ihe second !owest bidder and so on will be considered accordingly.
7. [Similarly, a contractor quoting bid more than 20% below shall submit with his bid an
additional security on Engineer's Estimated Cost equal to the diffial amount of submitted
bid and Engineers' Estimate along with detailed rate analysis]xix. In case of more than 20%
below bids, if the bid is not accompanied by the detailed rate analysis and / or required amount
of additional security, then the said bid shall be considered as non-responsive. All the iecurilies
submitted along with such non-responsive bid shall be forfeited in favour of Government and the
2nd lowest bidder and so on will be considered accordingly.
