Pakistan Telephone: +92-21-34374081, +92-21-99330279 REQUEST FOR EXPRESSIONS OF INTEREST (REOI) Country Client Loan No./Credit No.] Grant No Assignment Title Reference No. Islamic Republic of Pakistan Karachi Water & Sewerage Services Improvement Project [KWSSIP] P164704; Loan IBRD 8994 - PK Consultancy Services for Internal Audit Firm (As per Procurement Plan): PK-KWSB-422525-CS-CQS 1. 2. 3. 4. 5. 6. 7. 8. 9- The Karachi Water & Sewerage Board is in receipt of a credit through EAD, Government of Pakistan from the International Bank for Reconstruction and Development (IBRD) / Asian Infrastructure Investment Bank (AIIB) and the counterpart share of funds from GOS for the Karachi Water & Sewerage Services Improvement Project (KWSSIP) and intends to apply part of the proceeds to make payments against the consulting services. The objective of the consulting services ("the Services") is to mitigate fiduciary risks associated with Project activities and to strengthen internal control processes. KWSSIP requires the services of a Chartered Accountant Firm ("the firm") to evaluate and improve the efficiency and effectiveness of the Project's risk management, internal control and governance processes through conducting periodic Internal Audit of activities, systems and transactions on account of all Implementation Agencies (IAs) and the Implementation Partner (IP). The project will maintain a small team of internal auditors for conducting routine compliance review at a limited level, but the IA firm will solely be responsible for the extensive internal audit activity and issue report. Control frameworks are developed in compliance with World Bank Guidelines and GoP Rules and Regulations (as the case may be), as well as international standards. The implementation period of the assignment is 12 months, which is likely to commence in August 2024. Interested Consultancy firms should provide information demonstrating that they have the required qualification and relevant experience to perform the services The Shortlisting Criteria are: No. 1. 2. 3. 4. Criterion Qualification: 1. The firm should be QCR rated and must hold the Category Aor B as announced by the State Bank of Pakistan in the latest notification. 2. The firm shall have highly qualified professional team with atleast experience of 10 years with expertise including, but not limited to financial management, procurement management, contract management and quality assurance besides other areas covered under ToRs. 3. The firm should not be in the World Bank debarred list. 4. The Letter of Incorporation of firms will be required General Experience: The Internal Auditor shall be a firm of Chartered Accountants having 10 yearsi overall experience with five years in auditing, monitoring, assessingt validation/verification of financials in public sector. Experience regarding conducting internal audit as relevant to the TORs shall be required Relevant Experience: 1. Should have completed at least two (02) similar projects in public sector/donor funded projects of comparable scale and complexity worth equivalent to (Copies of verifiable of similar nature of contracts withppies of notification of Award and/or Contracts and full address and contact information of theemployer). Managerial Capacity 1. The firm should hav equate logistical capacity as evidenced through established functioning offices. 2. Should have suffiqyent HR / managerial capacity and expertise in the areas covered in the TORs. [CVs wil opot be evaluated at the shortlisting stage] The attention of intere ted Consultants is drawn to Section Ill, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement�egulations for IPF Borrowers July 2016 (Revised September 2023) ("Procurement Regulations"), settin forth the World Bank's policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the associati�� is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Consultant's Qualification Selection (CQS) Method set out in the Procurement Regulation; further information may be obtained at the address given below during office hours from 0900 to 1700 hours.
